1. Re-seat the phone handset cable to ensure the problem doesn't lie with your cable connection. Disconnect then reconnect the cable on both the modem and phone ends and re-test.

2. Try a different phone handset cable to ensure the problem doesn't lie with your cable. Check around your home and see if you have any alternate cable you can use. Connect it into the port your phone is currently plugged into and re-test.
